I am stuck on this problem. I figure that there are 10 numbers from 0 to 9 and that 0 and 1 are not used at all, therefore, this leaves 8 digits. This is as far as I have gotten.

If 0 and 1 are not used you have 8^7 numbers = 2,097,152
-----------
If 0 and 1 are used you have 10^7 = 10,000,000
------------
Chicago would probably need the larger number.
