Let "x" be the number.

From that you can change the wording to the equation:

(2x+3)/(x+2)=7/4

From here you can cross multiply to simplify the equation a bit:

4(2x+3)=7(x+2)
8x+12=7x+14
8x-7x=14-12
x=2

To check:

(2*2 + 3)/(2+2)=7/4 ???
(4+3)/(4)=7/4 ???
7/4=7/4 YES :)
