It doesn't really matter whether you are thinking of that slash as a fraction or a division--it all means the same thing. The best thing to do when you see a fraction or fractions involved in an equation is to find the Least Common Denominator for the equation (in this case it is 5), and multiply both sides of the equation by the LCD.

%283a%29%2F5+=+2a+%2B+1
5%2A+%28%283a%29%2F5%29+=+5%2A2a+%2B+5+%2A1
3a+=+10a+%2B+5+

Subtract 10a from each side to get all the variable terms on the left side of the equation:
3z+-+10a+=+10a+-+10a+%2B+5
-7a+=+5

Divide both sides by -7
+%28-7a%29%2F%28-7%29+=+5%2F%28-7%29
a+=+-5%2F7+
