If it takes 8 1/2 hours for 6 workers to pave 140 meters of road, then it takes (8 1/2)*6=51 worker-hours to pave 140 meters of road. This means that 1 worker works at the rate of (140/51) meters per hour; 4 workers then would work at the rate of 4*(140/51)=(560/51) meters per hour. Now our equation to solve is:
(560)/51)*x=280 meters
x=280*(51/560)=51/2=25 1/2 hours
