Parallel lines have equal slopes. The slope-intercept form of a line is: highlight%28y=mx%2Bb%29, where m=slope and (0,b)=y-intercept.
The slope of y=%282%2F3%29x%2B1 is m=2/3. Therefore, your line also has a slope of m=2/3.
So m=2/3 and (0,b)=(0,-3), plug them into the slope-intercept form of the line and you have:
y=%282%2F3%29x%2B%28-3%29
highlight%28y=%282%2F3%29x-3%29
