Lets look at some easier problems:
What percent of 4 is 2?
By inspection, we can see that 2 is 2/4 or 1/2 of 4 and 1/2 is 50%. Simply divide 1/2 out and you get 0.5 or 50%. To change a decimal to a percent, simply move the decimal point two places to the right. Actually, we could just as well say: what fractional part of 4 is 2?
What percent of 9 is 3?
By inspection, we can see that 3 is 1/3 of 9 and 1/3=0.333333 or 33.3333%.
Now lets look at your problem:
By inspection, we can see that 40 is 40/65 of 65. When we divide this out we get:0.615385 or 61.5385%
