A relative minimum is the y value of the function at a point (an x value) where y is less than for the surrounding x values.
For example, between x=-7 and x=4, the lowest point in the graph has
y = -3 at x = -4.
So -3 is a relative minimum.
A similar thing happens between x=4 and x=10,
where y = -4 for x = 8 is the least value for y.
So -4 is another relative minimum.
