Basically this is a simplification problem.
To simplify an expression, we need to combine like terms. In this case, two "z" terms will be combined into one, two fraction terms will be combined into one since they have the same denominator.

To make it even clear, here is the expression after the rearrangement:
9z - z +8y%2F3z+ 9y%2F3z
so this will result in: 8z + %288y+%2B+9y%29%2F%283z%29
that is 8z + %2817y%29%2F%283z%29
