Multiply both members by 24 to clear the denominators.
I am assuming that each expression inside absolute value functions is linear in x.

|48-16x|=|96+21x|

Either the signs of each expressions value are the same or they are opposite. Solve each of these equations:

48-16x=96%2B21x and 16x-48=96%2B21x.

The results of each of those should be combined with OR conjuction.
