this is a slope-intercept form: +y=mx%2Bb where m=slope and b=y-intercept
you are given:
y=+%287%2F3%29x+-1%2F4 ....if you compare it to +y=mx%2Bb, you see that m=7%2F3 and b=-1%2F4
y-intercept is a point where the graph intercepts y-axis and where x=0;
so, point is at (+0+,-1%2F4)
since you have linear function, graph is a line, and you need one more point to draw a graph
easiest is to find x-intercept if you set y=0

0=%287%2F3%29x+-1%2F4
1%2F4=%287%2F3%29x+
%281%2F4%29%2F%287%2F3%29=x+
%281%2A3%29%2F%284%2A7%29=x+
