U = value of US dollar
C = value of Canadian dollar

C = U - 18% of U
C = U - 0.18U
C = 0.82U
C/0.82 = U
C*(1/0.82) = U
C*1.21951 = U
U = 1.21951*C
U = 1 + 0.21951*C
U = C + 21.951% of C

So the US dollar value exceeds the Canadian dollar value by roughly 21.951%
