You can try doing some of the work like this:

roots: 3 and -1, so %283%2B%28-1%29%29%2F2=1.
Axis of symmetry is x=1, and ...

... y-coordinate for vertex: y=-%281-3%29%281%2B1%29=-%28-2%29%2A2=4.
Vertex is (1,4).

The parabola has vertex (1,4) and opens downward, and has x-intercepts -1, and 3.

That is not all of the work for your question; but is most of it.
