Easiest way is to estimate the pairs.

Can't be 3,12 because the total are is 68 and 12 wipes that out. Doubtful that it's 1,4 due to the 1. Let's try 2,8

4 + 64 = 68
That was pretty easy. But you're looking for the perimeters.
The perimeter of a square is 4s.
First square's perimeter is 4(2) = 8
Second square's perimeter is 4(8) = 32
