 For given line:
 slope=∆y/∆x of parallel line=(7-(-1))/(-3-2)=(7+1)/(-5)=-8/5
 equation:
 y=-8x/5+b
 solve for b using coordinates of given point (5,9) on the line
 9=-8*5/5+b
 b=17
 equation:
 y=-8x/5+17
