I say the answer is 44

7 feet = 84 inches.
Starting with one corner and then going every 6 inches in that direction gives you 15 pictures along that edge.
With top and bottom edge that gives you 30 pictures.
4 feet = 48 inches.
Starting with one corner and then going every 6 inches in that direction gives you 9 pictures along that edge. However you already counted the first and last picture since they lie on the top and bottom edges so subtract 2, leaving 7 along the left and right edges.
N=30%2B7%2B7=44
That's what I get too.
