There are 3+5+6+1 = 15 marbles total

5 are blue, so 5/15 = 1/3 of the total are blue

1/3 = 0.333333... = (100*0.333333...)% = 33.3333...% = 33 1/3%

You can either say "33.3333%" (rounding however you need to) or "33 1/3%" (which is pronounced 33 and one third percent)
