Rate. Time and Distance? Who looks for and supplies the data?

If that is all of the problem description and question, then this is not simply a basic mathematics question. The question requires finding the record of this 27 mile per hour runner to see (read) what the distance was. At such a high speed for a human runner, the distance could NOT have been more than a mile. A guess would be something much shorter than a mile: maybe quarter mile, or something much less even.

Have you watched, attended, or participated in any running or jogging events?

The best known DOCUMENTED answer is 100 meter sprint, at the speed 27.44 mph.
