You can put this solution on YOUR website!
Let's work backward, and take the squares. How many are under 100?
1*1 = 1
2*2 = 4
3*3 = 9
4*4 = 16
5*5=25
6*6=36
7*7=49
8*8=64
9*9=81
10*10=100
So in answer to the first question, the square roots of 100,81,64,49,36,25,16,9,4,and 1 would be in that set.

An irrational number cannot be written as a ratio. It has endless repeating decimals (such as Pi).
