   -1 ≤ 2-3x < 8

Solve for x in the middle

   -1 ≤ 2-3x < 8   Get rid of the 2 in the middle by adding -2 to all 3 sides
   -2  -2     -2
   -------------
   -3 ≤  -3x < 6   

Divide all three sides by -3 to get just x in the middle.  But
remember, dividing through by a negative reverses the inequality

   %28-3%29%2F%28-3%29%3E=%28-3x%29%2F%28-3%29%3E6%2F%28-3%29

   1%3E=x%3E-2

To get the inequality symbols back in the same direction, write 
it "in the mirror":

   -2%3Cx%3C=1
