You must multiply the binomial given 4 times itself.
I will set it up and you do can do the math.

(x-2y)^4 = (x - 2y)(x - 2y)(x - 2y)(x - 2y)
Multiply (x - 2y)(x - 2y)(x - 2y)(x - 2y) to find your polynomial.

use Pascal's triangle and Binomial theorem to expand the binomial.
