------------
This problem can be solved using ratios.
So we set up the ratios:
+%28%281%2F4%29inch%29+%2F+10+miles+ = +%281%2A%283%2F8%29%29+inches+%2F+x+miles+
Cross multiply:
(1 3/8)*(10) = (1/4)*(x)
I'm going to change this to decimals so that it's easier to put into a calculator.
(1.375)(10)=(0.25)(x)
13.75=0.25x
Divide it all by 0.25
x=55
The highway between Waukee to Winterset is 55 miles.
