I also suspect that one of your symbols got misinterpreted by the software,
but I assume Tamara's best fit line is what I would represent as
y=18x%2B1520

Then, for 1997, x=1997-1985=12 is the number of years since 1985,
and for x=12
y%2812%29=18%2A12%2B4520=1736 is he best prediction for the population of Medville in 1997.
