Is it ".25 of a mile"? "25 of a mile" doesn't make grammatical sense.
Same with "14 of an hour". I'm going to assume it's 1%2F4of an hour and .25 of a mile. If not, please repost.

If they hiked .25 (a quarter) of a mile in 1%2F4(a quarter) of an hour, then their rate of speed is 1 mile per hour.
That renders 2,3,& 4 false.
As for #1, the given (or assumed here) numbers are first in decimal, then in fractions. You have to convert to one or the other to find the rate of speed. It's also false.

IF the numbers are indeed 25 and 14, then...
Divide 25 by 14 to get the rate of speed -- 1.79 mph (#1=true, then)
25%2F14=1.79 renders #2 false and #4 true.
#3 is just silly, unless you're The Flash.
