simply substitute 1/3 for x and solve:
f(1/3)=4(1/3)^2+2(1/3)-4
f(1/3)=4(1/9)+(2/3)-4
f(1/3)=(4/9)+(6/9)-(36/9)
f(1/3)=(4+6-36)/9
f(1/3)=(-26)/9
f(1/3)= -26/9
