In clearer wording, the two kinds of information you must first be given are the densities of the solutions and how the percent concentrations are expressed: weight per weight, or weight per volume. These pieces of information may be necessary. Without them, the problem description is incomplete.
One could ignore densities and the kind of percentages meant, but this would only be a bad estimate of the truthful answer.
