It depends upon what constitutes failing. In most cases, a 59 is failing. So anything less than a 60 would indeed be failing.

Numerically, here's why.
Your 60% is 70% of your grade. 60*.7 = 42
A 50% score for the other 30% of your grade would be 30*.5, or 15.
Total = 57%
