No, you can't do what you ask in general. You cannot simply "round off"; you must round off to a specified precision. 99.3% is already expressed to the nearest one-tenth percent. If you want to round it to the nearest percent, then 99.3% is much closer to 99% than it is to 100%. If you want to round to the nearest 10 percent, then 99.3% is closer to 100% than it is to 90%. But since you don't specify the desired precision, you cannot round off at all.
