4 1/2 = 9/2
Let x be the amount of water needed.
we will ratio and proportion, their ratio should be the same

%283%2F2%29%2F%289%2F2%29+=+%283%2F4%29%2Fx
after simplification, it changes to
1%2F3+=+3%2F4x

Now cross multiply
1 x 4x = 3 x 3
4x = 9
divide both sides by 4
x = 9/4 or 2 1/4
so Answer is C
