I'm assuming you probably mean this:
%288%2B+sqrt%2824%29%29%2F+2

First simplify the square root:
%288+%2B+sqrt%284%29%2Asqrt%286%29%29%2F2
%288+%2B+2%2Asqrt%286%29%29%2F2
Next, factor the numerator. There is a common factor of 2!
%282%284+%2B+sqrt%286%29%29%29%2F2
The factors of 2 divide out:
4+%2B+sqrt%286%29+
