csc has the same sign as sin which is negative in QIII and QIV
tan = y/x, so is negative in QII and QIV where x and y have opposite signs.

Therefore theta is in QIV.

The cosecant is negative in the 3rd and 4th.
The tangent is negative in the 2nd and 4th.
So theta must terminate in the quadrant where
both the cosecant and the tangent are negative,
so it has to terminate in the 4th.
