this is asking you (or telling you) which number (y) do you need such that 8^y = 1/16

Firstly, answer +8%5Ey+=+16+. You have to know that 8 comes from a power of 2 and also that 16 does too:

+2%5E3+=+8+
+2%5E4+=+16+

so +8%5E%281%2F3%29+=+2+ amd then raising this to power 4 gives us 16 --> +8%5E%284%2F3%29+

So, for 1/16, it will be the negative version... +8%5E%28-4%2F3%29+=+1%2F16+
