We're told that p = -2. So wherever you see a 'p', you replace it with -2.
Similarly, we know q = 3. So you replace all copies of q with 3.
After that, you evaluate using PEMDAS


|p| - |3q|


|-2| - |3q|


|-2| - |3(3)|


|-2| - |9|


2 - 9


-7


So, |-2| - |3(3)| = -7


and, |p| - |3q| = -7 when p = -2 and q = 3
