If you mean
%283v%2F%28pi%2Ah%29%29%5E%281%2F2%29
The square root is by definition the 1/2 power.
If you multiply the sq root by itself, you get %283v%2F%28pi%2Ah%29%29
If you square the sq root, you get %283v%2F%28pi%2Ah%29%29%5E%281%2F2%2A2%29 = same thing.
