I think it is a bad question, as I see no answer that fits all the pieces...

:
the sum of my digits is 20,
1 + h + 8 + u = 20
:
I am between 1,000 and 2,000;
the 1st digit is one
:
My hundreds place is one more than my tens.
h = 8 + 1
h = 9
:
then find the units
1 + 9 + 8 + u = 20
u = 20 - 18
u = 2
therefore
1982 is the number, but that is an even number so don't know,
