You can put this solution on YOUR website! If sec 0< 0 and tan 0>0, in which quadrant does 0 lie? Explain your reasoning
use x for 0
tanx=sinx/cosx
tanx must be in either quadrant I or quadrant III in which both sinx and cosx and their reciprocals have the same sign. secx=1/cosx<0 in quadrant III, but not in quadrant I, so x must be in quadrant III
