Since the lines are perpendicular, the slopes are opposite reciprocals of each other. So, you want to switch the x and y coefficients and also change the sign:
3x + 4y = C
Plug in the x and y coordinates of the desired point:
3(6) + 4(1) = C
18 + 4 = C
22 = C
Equation is 3x + 4y = 22
