FOIL
12xy + 18y - 2x^2 - 3x

b.)x(x+3y)-y(3x-y)-(-x^2+y^2)
multiply, remove the brackets, change the signs.
x^2 + 3xy - 3xy + y^2 + x^2 - y^2
Combinelike terms
x^2 + x^2 + y^2 - y^2 + 3xy - 3xy
leaving just
2x^2
