I know I have to set up a ratio and try to figure out how much rain was collected in only 1/3 of the day, but I am just lost.

You can put this solution on YOUR website! You know how much rain falls in 2/3 a day . You want to know how much it rains in one day.
So we want to find 2/3x=3/5
2/3x=3/5
x=3/5*3/2=9/10 of a foot in one day
end of story
or we can do it this way
1/3 is 1/2 of 2/3
1/2*3/5=3/10
3/5+3/10=6/10+3/10= 9/10 foot in one day
