(a) Note how (-14 , 4) = -2(7 , -2). Since these vectors are scalar multiples of each other, by definition that makes them parallel to each other.
(b) calculate the dot product of the vectors in question: 7(4) - 2(14). Since this = 0, that shows that these vectors are perpendicular to each other.
