Can't be done with the figures you gave
Nine tv ads will reach 90,000
You would need 9*3=$27000 to reach 9*10000=90000 voters
but you only have money for 25/3= 8 1/3 tv ads
or radio ads 25000/500=50 radio ads which will reach
50*200 =10000 voters
