 Harry distance: 48(x-1) miles

 Equation:
 distance = distance
 36x = 48x-48
 12x = 48
 x = 4 hours (time needed for Harry to go the same distance as Betty)

 Will he catch her before she reaches Glenville ?
 In 4 hours she could have gone 4*36 = 144 miles

 He will not catch her before she reaches Glenville.
