(4,b) is a point

b = 3(4)² + 4(4) {substituted 4 for x and b for y}
b = 3(16) + 16 {evaluated exponent and multiplied 4 by 4}
b = 48 + 16 {multiplied 3 by 16}
b = 64 {added}
