Not enough info. We don't know Ed's time alone and we don't know Ed and George's time together. Unless Ed makes more work for George, the job will be done by 4 pm but we don't know how much before.

Since Ed joins in at 11:00AM, that means it will only take George 5 more hours to complete the room. Assuming Ed works just as fast as George, 5/2 = 2.5 So 11:00AM + 2:30 = 1:30PM.
The room will be completed at 1:30PM
