Let x = volume of the 30% solution to add,

%2830x%2B%2870%29%2890%29%29%2F%28x%2B90%29=60
This will be a simple linear equation in ONE variable, x.

The 30, the 70, and the 60, are used as percents. These could all have been used in their decimal form, and you could redo the equation that way if you are more comfortable with that way.
