How many tourists and how many boats were there
Boats: 1 - 2 - 3 - 4 - 5
people 3 - 6 - 9 =12 - 15, +1 left over
people 4 - 8 -12 -16 - 20

From this we can see there were 16 people and 5 boats
3 in 5 boats with one left over
or
4 in 4 boats with one boat empty
