The two angles are in ratio of 2:3, so that means the two angles are 2x and 3x (where x is some unknown number for now). They must add to 90 (since they are the non-right angles in a right triangle...ie they are complementary)

2x + 3x = 90

5x = 90

x = 90/5

x = 18

2x = 2*18 = 36

3x = 3*18 = 54

The smallest angle is 36 degrees
