You give no other information for the third quarter. Are we to assume that the final is the only grade? And, are the first two quarters then worth 40% each?

If so, then the question is:
(.40)75.9 + (.40)78.2 + .20x = 70
30.36 + 31.28 + .20x = 70
61.64 + .2x = 70
.2x = 8.36
Divide by .2
x = 41.8
.
I suspect you left out important information.
