In one hour, they are 20+60 miles apart (or 80).
How many hours until they corporately travel 640 miles?
Divide 640 by 80 to get 8.

Word problems can be tricky not because of the math, but because of the need to throw away some of the information. Why not just ask how many hours the trains need to travel? Wording it with "freight train needs to travel" makes it confusing. Hope this clears it up.
