x = charge for premium area
y = charge for regular area

Write an equation for each customer:
2x + 9y = 28
3x + 6y = 27

Multiply 1st equation by 3, and the 2nd equation by 2:
6x + 27y = 84
6x + 12y = 54
---------------subtracting eliminates x
0x + 15y = 30
y = 30/15
y = $2/hr is the cost of regular service

2x + 9(2) = 28
2x + 18 = 28
