You can put this solution on YOUR website!
fill the 9 qt pail

fill the 4 qt pail from the 9 qt pail ... this leaves 5 qts in the 9 qt pail ... empty the 4 qt pail

fill the 4 qt pail from the 9 qt pail ... this leaves 1 qt in the 9 qt pail ... empty the 4 qt pail

pour the 1 qt from the 9 qt pail to the 4 qt pail ... fill the 9 qt pail

fill the 4 qt pail from the 9 qt pail ... it will take 3 qts ... this leaves 6 qts in the 9 qt pail

9-(2*4)=1 ... 4=1+3 ... 9-3=6
